This phrase simply says that if you do not see someone, you will tenderly love the person more dearly. The time that you spent away from the person you love, makes you love that person even more. Since the person your care for is gone, you tend to miss that person and think about it more often than usual that it makes you feel you want to be with them more than before. Other situations always seem better than the ones that we are in, and we always are tempting for a better situation. Although the other side (other side of the fence) may not be excelling, people tend to look for a more favorable side from others.
